Unlike the other five sectors, this one is unique, as it doesn't take up any space. Since it's unaffected by loops, Morimura and Tetsuya Ida used it as an evacuation site where they stored their own data.
Juro Izumi and Morimura were able to unintentionally skip the loop because Tsukasa Okino sent their data to Sector 0 when the world was about to disappear two loops ago. Since then, Sector 0 has been used as a means to skip the loop. It's actually allocated to the virtual world playback machine as a storage region for the massive data that makes up each virtual space.
